EV Charge - Start independent charging

Start charging when the charger has entered independent operation and is in standby.

Independent operation is a device-side fallback state entered after the inverter triggers EVC load limiting due to an abnormality; it is not a regular charge mode. This API does not change the abnormal operation strategy or modify the independent operation power. The request uses the deviceSn of the inverter the charger is attached to.

Returns error.47311 if the caller has device authorization but the target inverter has no charger attached. Once the command is accepted, a recordId is returned; the device execution result can be retrieved via Query Asynchronous Control Result. See the EV Charge Control Guide for complete scenarios.
